This is a beautiful black wool trench coat from Isaac Mizrahi. It is belted at the waist, and has unique ties that cinch the wrists. It is a shorter trench, hitting above the knee, but has the signature back flap and epaulets at the shoulder. 

Our best guess is this jacket is from the Fall/Winter 1994 collection. This jacket is double breasted, and the runway photo has a single line of buttons, but it features the same unique wrist tie and length of jacket.
